Terms of Service
Zebra.vote LLC Effective: April 21, 2026
1. Agreement
These Terms of Service ("Terms") are a binding agreement between you and Zebra.vote LLC, a Nebraska limited liability company ("Zebra," "we," "us," "our"). By creating an account, paying any fee, or using the website located at zebra.vote ("the Service"), you agree to these Terms.
If you do not agree to these Terms, do not use the Service.
2. Eligibility
You may use the Service only if:
- You are at least 18 years old.
- You reside in the United States or a U.S. territory.
- You have the legal capacity to enter into this agreement.
- You are not barred from using the Service under applicable law.
The Service is intended solely for residents of the United States. We do not offer the Service to users outside the United States.
3. Accounts
3.1 One Account Per Person
Each person may hold one active account. Creating or maintaining multiple accounts, or sharing an account with another person, is a material breach of these Terms.
3.2 Accurate Information
You agree to provide accurate and current registration information, including your email address and residential address. The civic function of the Service depends on the accuracy of addresses. Providing a false address, including an address where you do not reside, is a material breach of these Terms and may constitute fraud under applicable law.
3.3 Security of Credentials
You are responsible for maintaining the confidentiality of your login credentials and for all activity that occurs under your account. You agree to notify us immediately at the contact address below if you suspect unauthorized use.
4. Verification Tiers
The Service recognizes three tiers of civic participation. In product copy you may also see these referred to as "Research," "Address," and "Verified," which correspond to Levels 1, 2, and 3 respectively.
- Level 1 — Research. Read-only access. No account required. Level 1 users can view all public civic records and tallies.
- Level 2 — Address. Requires a registered account with a declared email address and declared residential address. Positions recorded by Level 2 users are counted.
- Level 3 — Verified. Requires successful completion of an identity verification session operated by Stripe Identity (a product of Stripe, Inc.) and payment of the verification fee described in Section 5. Positions recorded by Level 3 users are counted separately and marked as identity-verified.
Level 2 and Level 3 positions are both counted in the civic record. The tier designates the strength of proof behind a position, not whether the position is counted.
5. Verification Fee and Identity Verification
5.1 The Fee
The fee for Level 3 verification is $7.42 USD per account, charged one time. The fee is anchored to the operating cost of providing verification and is not structured to produce profit. You authorize us, through our payment processor Stripe, Inc., to charge your selected payment method for this amount.
5.2 Identity Verification
Level 3 verification requires you to complete an identity verification session through Stripe Identity. You will be asked to submit a government-issued identification document and a photograph or video of yourself. This process is operated by Stripe under Stripe's terms and privacy policy. We receive from Stripe only the verification result and associated data necessary to record and reconcile your identity against your declared address.
5.3 Address Matching
If the address proven through Stripe Identity does not match the address you declared at registration within a reasonable tolerance, your account will be marked as "identity verification pending" and we will contact you by email regarding the mismatch. Resolving a mismatch may require updating your declared address, completing additional verification, or other steps as we reasonably require.
5.4 Refunds
The $7.42 fee is refundable in full if you request a refund before you initiate a Stripe Identity verification session, and you contact us within 24 hours of your initial payment. Once the verification session is initiated, Stripe has been charged for the verification service and the fee becomes non-refundable, regardless of the outcome of verification.
5.5 No Subscription
The fee is a one-time charge. There is no recurring subscription, automatic renewal, or ongoing billing.
6. Civic Positions and the Civic Record
6.1 Recording Positions
A Level 2 or Level 3 user may record a position on government actions (including legislation, executive actions, and certain judicial ballot items) that apply to the user's jurisdiction. For most government actions, positions are recorded along three axes: Stance (Approve, Disapprove, or Undecided), Fiscal Judgment (Sound spending, Wasteful spending, or Undecided), and Authority Level (Federal level, State or local level, Markets/private, and/or Unconstitutional). For judicial actions, positions use a single constitutional axis. Positions are counted and displayed as part of the Service's civic record.
6.2 Lock Mechanic
Positions remain editable by the user until the government action reaches a defined key event. The key event depends on the action type and may include a scheduled floor vote, the signing of a bill, the close of a ballot, or another milestone defined by us. When the key event occurs, positions on that action are locked. Locked positions cannot be changed, withdrawn, or deleted by the user.
6.3 Permanence of the Civic Record
The civic record is designed to be a permanent, tamper-evident record of citizen positions. Aggregate summaries of the record are periodically committed to the Bitcoin blockchain as cryptographic hashes. These commitments do not publish your individual identity, your individual position, or any other content beyond a mathematical commitment to the integrity of the record at a point in time. Locked positions are structurally permanent components of the civic record and cannot be withdrawn from the record even if you later delete your account, although identifying associations to your account may be removed on deletion where technically feasible. 6.4 Public Display
Aggregate tallies — the counts of positions along each axis at each verification tier, and the combined count across tiers — are public. Individual positions are visible only to the user who recorded them, except as reflected in aggregate totals. We do not publish lists identifying which users held which positions.
6.5 Jurisdictional Eligibility
You may only record a position on a government action within a jurisdiction that applies to you, as determined by your declared (Level 2) or identity-proven (Level 3) address. The Service filters displayed actions accordingly. Order dispatch priority (Zebra's internal coverage prioritization) and other operational decisions about coverage do not depend on your verification tier.
6.6 Not a Vote
Recording a position on the Service is not a vote in any government election, not a petition signature, not a legally binding declaration, and not a formal communication with any government official. The Service is a civic record of citizen positions; it is not an instrument of government.
7. Acceptable Use
You agree not to:
- Create more than one account, or register an account on behalf of another person.
- Register an address where you do not reside.
- Submit identification documents that are not your own, or that are forged or altered.
- Use automated means to access, scrape, or interact with the Service beyond what our public interfaces and rate limits permit.
- Attempt to circumvent or defeat authentication, rate limits, jurisdictional filters, the lock mechanic, or any other Service control.
- Interfere with the integrity of the civic record, including by coordinating to submit positions from accounts that do not meet the accuracy requirements in Section 3.2.
- Use the Service to harass, threaten, or defame any person.
- Use the Service in violation of any applicable law.
We may suspend or terminate accounts that violate these rules. Violations affecting the integrity of the civic record may be reported to appropriate authorities.
8. Intellectual Property
8.1 Our Content
All content produced by Zebra.vote LLC — including website design, editorial curation, pipeline code, and internal systems — is owned by Zebra.vote LLC or licensed to us. You may view and interact with this content solely as the Service is intended to be used.
8.2 Government Source Material
The underlying government records displayed on the Service (bills, executive actions, judicial records) are produced by government bodies and are generally in the public domain. The Service's compilation, presentation, and curation of these records is our work.
8.3 Open-Source Release of the Public Instrument
Zebra.vote LLC intends to release, on a future date designated "Z-Day" (the announced public-instrument open-source release), the source code of the public instrument — including public-facing routes, tally computation, the anchoring canonicalizer, verification integration, and the civic responses schema — under an open-source license. This release does not include Zebra's internal operating systems, databases, or editorial content. The timing, license selection, and scope of this release are at our sole discretion.
8.4 Your Content
By submitting a position, you grant Zebra.vote LLC a perpetual, irrevocable, worldwide, royalty-free license to record, display, aggregate, and commit that position to the civic record, and to include your position in aggregate public tallies and in tamper-evident cryptographic commitments to the Bitcoin blockchain. This license survives termination of your account to the extent necessary to preserve the integrity of locked positions.
9. Third-Party Services
The Service uses Stripe, Inc. for payment processing and Stripe Identity for identity verification. Your interactions with Stripe are governed by Stripe's terms and privacy policy. The Service may also use content delivery, security, and email providers. We are not responsible for the acts or omissions of these third parties, although we select them in good faith.
10. Disclaimers
THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE." TO THE MAXIMUM EXTENT PERMITTED BY LAW, ZEBRA.VOTE LLC DISCLAIMS ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING THE IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT.
We do not warrant that the Service will be uninterrupted, error-free, or secure against all threats. We do not warrant that the civic record will be free from error, omission, or delay. We do not warrant that Stripe Identity will verify any particular identification document. We do not warrant that any government action displayed on the Service is complete or current at the moment you view it.
The Service is not legal, civic, or voting advice. Recording a position on the Service is not a vote, a petition signature, a legally binding declaration, or a communication with a government official.
11. Limitation of Liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, ZEBRA.VOTE LLC AND ITS OFFICERS, MANAGERS, MEMBERS, EMPLOYEES, AND AGENTS SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, INCLUDING LOST PROFITS, LOST DATA, OR LOSS OF GOODWILL, ARISING OUT OF OR RELATING TO YOUR USE OF THE SERVICE, EVEN IF ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.
OUR TOTAL LIABILITY FOR ANY CLAIM ARISING OUT OF OR RELATING TO THESE TERMS OR THE SERVICE SHALL NOT EXCEED THE GREATER OF (A) THE AMOUNT YOU PAID TO US IN THE TWELVE MONTHS PRECEDING THE EVENT GIVING RISE TO THE CLAIM, OR (B) ONE HUNDRED U.S. DOLLARS ($100).
Some jurisdictions do not allow the exclusion or limitation of certain damages. In those jurisdictions, our liability is limited to the maximum extent permitted by law.
12. Indemnification
You agree to indemnify and hold harmless Zebra.vote LLC and its officers, managers, members, employees, and agents from and against any claims, losses, damages, liabilities, costs, and expenses (including reasonable attorneys' fees) arising out of or relating to (a) your use of the Service, (b) your violation of these Terms, (c) your violation of any law or the rights of any third party, or (d) any inaccuracy in the information you provided to us, including any false address or identity information.
13. Dispute Resolution — Binding Arbitration
PLEASE READ THIS SECTION CAREFULLY. IT AFFECTS YOUR LEGAL RIGHTS, INCLUDING YOUR RIGHT TO BRING A LAWSUIT OR PARTICIPATE IN A CLASS ACTION.
13.1 Agreement to Arbitrate
You and Zebra.vote LLC agree that any dispute, claim, or controversy arising out of or relating to these Terms or the Service — including the formation, interpretation, breach, or enforcement of these Terms — shall be resolved by binding individual arbitration administered by the American Arbitration Association under its Consumer Arbitration Rules. The arbitration shall take place in Nebraska or by video conference at the arbitrator's discretion, and shall be conducted in English. Judgment on the arbitrator's award may be entered in any court of competent jurisdiction.
13.2 Class Action Waiver
You and Zebra.vote LLC each waive the right to bring or participate in any class, collective, consolidated, or representative action, whether in court or in arbitration. The arbitrator may not consolidate more than one person's claims and may not preside over any form of representative or class proceeding.
13.3 Exceptions
Either party may bring an individual action in small claims court if the claim qualifies. Either party may seek injunctive or equitable relief in court for actual or threatened infringement, misappropriation, or violation of intellectual property rights.
13.4 Opt-Out
You may opt out of the arbitration agreement in this Section 13 by sending written notice to the contact address below within 30 days of first accepting these Terms. Your notice must include your full name, your account email, and a statement that you opt out of binding arbitration. Opting out of arbitration does not affect any other provision of these Terms.
13.5 Severability of Class Waiver
If the class action waiver in Section 13.2 is found unenforceable, the entire arbitration agreement in this Section 13 is null and void, and disputes shall proceed in the courts identified in Section 14.
14. Governing Law and Venue
These Terms are governed by the laws of the State of Nebraska, without regard to its conflict of laws principles. Subject to the arbitration agreement in Section 13, any judicial proceeding arising out of or relating to these Terms or the Service shall be brought exclusively in the state or federal courts located in Nebraska, and you consent to personal jurisdiction and venue in those courts.
15. Termination
You may terminate your account at any time by contacting us or using the account deletion function on the Service. We may suspend or terminate your account at any time for violation of these Terms, for conduct that threatens the integrity of the civic record, or as required by law.
On termination, provisions of these Terms that by their nature should survive — including Sections 6.3 (Permanence of the Civic Record), 8 (Intellectual Property), 10 (Disclaimers), 11 (Limitation of Liability), 12 (Indemnification), 13 (Arbitration), and 14 (Governing Law) — shall survive.
16. Changes to These Terms
We may update these Terms from time to time. Material changes will be communicated by email to the address on your account and by notice on the Service. Your continued use of the Service after a change becomes effective constitutes acceptance of the revised Terms. If you do not agree to a change, your sole remedy is to terminate your account.
17. Miscellaneous
These Terms, together with our Privacy Policy, constitute the entire agreement between you and Zebra.vote LLC regarding the Service and supersede any prior agreements on the same subject. If any provision of these Terms is held unenforceable, the remaining provisions remain in full effect. Our failure to enforce any right or provision is not a waiver of that right or provision. You may not assign these Terms without our written consent; we may assign them freely.
