To amend the John D. Dingell, Jr. Conservation, Management, and Recreation Act to reauthorize the National Volcano Early Warning and Monitoring System.

This bill reauthorizes through FY2030 the National Volcano Early Warning and Monitoring System of the U.S. Geological Survey (USGS). The system, implemented by the USGS in collaboration with the National Oceanic and Atmospheric Administration, includes a monitoring network, volcano observatories, a national data center, and external research grants.

The National VolcanoEarly Warning and Monitoring System supports the monitoringand early warning of volcanic activity, which directlyimpacts interstate and international commerce, includingaviation, energy infrastructure, and public safety acrossmultiple states, particularly in regions like Alaska withsignificant volcanic activity. Additionally, Congress has theauthority under Article I, Section 8, Clause 18, whichempowers Congress to make all laws necessary and proper forcarrying out its enumerated powers, including ensuring thesafety and economic stability of the nation through disasterpreparedness and response programs like the National VolcanoEarly Warning and Monitoring System.[Page H1854]
